Balkar Singh (60) is the MLA from Kartarpur reserved seat in Jalandhar. Singh is a former police officer. He joined the Aam Aadmi Party (AAP) in 2021 after retiring from the Punjab Police. Singh has also become MLA for the first time.

This is the third cabinet expansion of the 14-month-old Mann-led government in Punjab. Bhagwant Mann The government expanded its first cabinet in July 2022, in which five MLAs of the party were made ministers. In January this year, senior AAP leader and MLA from Patiala Rural Dr. Balbir Singh was made a minister. He was made a minister after the resignation of Fauja Singh Sarari. Inderbir Singh Nijjar had resigned from the post of minister on Tuesday due to personal reasons. Chief Minister Mann had sent his resignation to the governor on Tuesday itself.

There are 16 members including the Chief Minister in the CM Mann-led cabinet. There can be a total of 18 members in the Punjab cabinet. Talking to reporters after taking the oath, Balkar Singh and Khudian thanked Mann and AAP national convenor Arvind Kejriwal for giving them the opportunity to serve as ministers.
