Delhi News: Delhi Chief Minister Arvind Kejriwal has called the first meeting of the National Capital Civil Service Authority (NCCSA). This meeting will be held on June 20 at 12 noon at Delhi’s Chief Minister’s residence. There will be a meeting regarding disciplinary action against an officer. The National Capital Civil Service Authority was formed through an ordinance issued by the Center in May 2023.
Explain that the chairman of the authority constituted by the center is the Chief Minister of Delhi. Chief Secretary of Delhi and Principal Home Secretary are its members. This authority has the right to decide regarding transfer and disciplinary proceedings of Group A category officers posted in Delhi. Yes, but please mention that the Delhi government does not agree with this decision of the central government. CM Arvind Kejriwal had said a day earlier that by forming the NCCSA, the ministers of the Delhi government have been placed under secretaries. This has never happened before in India.
LG has the right to take the final decision
With the promulgation of the ordinance in Delhi on May 19, the National Capital Civil Service Authority was also formed by the central government. This is the reason why NCCSA is also in existence since then. Even though CM Arvind Kejriwal is the chairman of the authority, all decisions related to the service department will be taken by majority. There are three people in the authority. These include the names of CM Arvind Kejriwal, Principal Secretary Home Department and Chief Secretary of Delhi. In case of dispute on transfer and posting issue, there is a provision in the ordinance to send the matter to LG Vinay Kumar Saxena. LG has been given the right to take the final decision on such issues.
