Jharkhand cabinet’s big decision, approval for formation of commission for ‘triple test’ in civic elections


Jharkhand News: The Jharkhand cabinet on Monday approved the setting up of a dedicated commission to conduct a ‘triple test’ to decide reservation for Other Backward Classes in urban local body elections. Let us tell you that the opposition parties, especially the AJSU, are demanding a ‘triple test’ before holding the urban local body elections. This election is pending in many areas including Ranchi.

In fact, the ‘triple test’ includes setting up of a dedicated commission to investigate the nature and impact of backwardness in respect of local bodies. The second is to decide what should be the proportion of reservation in local bodies as per the recommendation of the commission? Thirdly, it has to be seen that reservation should not exceed 50 percent including scheduled castes, tribes and other backward classes. On the other hand, Cabinet Secretary Vandana Dadel said that the cabinet has given its approval for the formation of a dedicated commission for the purpose of reviewing the eligibility of reservation for backward classes.

Due to this elections could not be held

The commission is being constituted in the light of a decision given by the Supreme Court. The top court had in March 2021 laid down a triple test that state governments would have to meet before notifying quotas for OBCs in local body elections. Urban Development Secretary Vinay Kumar Choubey said that the dedicated commission will conduct a survey, review and submit its report at the earliest. We want to hold the municipal elections as soon as possible. After the decision of the cabinet, this commission will be completely devoted to this task as well. It should be noted that the body elections in Jharkhand have been postponed for this reason.
