First reshuffle of Modi cabinet
When Narendra Modi took oath as the Prime Minister of India on 26 May 2014, his first Council of Ministers included 45 of his colleagues. Of these, 23 were cabinet ministers, 10 were ministers of state (independent charge) and the rest 12 were ministers of state. Six months later, on 9 November 2014, PM Modi expanded his cabinet for the first time, inducting 21 new faces.
The central government can induct a maximum of 81 ministers, which is 15% of the total strength of the Lok Sabha. In this expansion, the Modi government had included four cabinet ministers, three ministers of state (independent charge) and 14 ministers of state. Due to which the total size of the government increased from 45 to 66.
19 new faces included for the second time
Two years later, on July 5, 2016, the PM included 19 new faces in his Council of Ministers. With this expansion, the number of the cabinet had reached 78 ministers. The swearing-in ceremony of the new ministers was attended by Anupriya Patel and Ramdas Athawale from the allies. Before the reshuffle, five ministers – Nihal Chand Meghwal, Ram Shankar Katheria, Sanwar Lal Jat, Mansukhbhai Vasava and M.K. Kundaria had handed over his resignation to Prime Minister Modi.
Third expansion done before 2019 elections
In his last expansion before the 2019 Lok Sabha elections, PM Modi appointed nine ministers in his government on September 3, 2017. While six ministers were dropped, four junior ministers were promoted to cabinet rank.
43 ministers took oath in the fourth cabinet expansion
PM Modi sworn in 43 ministers on July 7, 2021, almost midway through his second term, in a major reshuffle in his cabinet, of which 36 were new faces and seven were promoted to cabinet rank. Twelve ministers were dropped during this major reshuffle. With the swearing in of 43 ministers, the cabinet strength reached 77.

In the fifth and most recent change in the Modi cabinet, Kiren Rijiju was removed from the post of Union Minister of Law and Justice on May 18 this year and Arjun Ram Meghwal was appointed in his place.
